Candidate Statement:

In-building public safety coverage — ERCES and reliable 911 cellular access — is life-safety infrastructure, not a nice-to-have. Every dollar the SBC raises should be focused on closing in-building coverage gaps so first responders and 911 callers are never left without a signal. I’m running for Treasurer because I believe I can help the organization steward those dollars with the same discipline I’ve applied throughout my career.

Over more than 30 years in the wireless infrastructure industry, I’ve managed budgets, revenue, and P&L responsibility at every level of an organization. At TE Connectivity, I oversaw regional engineering operations responsible for tens of millions of dollars in annual revenue, and later managed national teams accountable for hundreds of millions in DAS deployments. At Zinwave — now part of Wilson Connectivity following its 2023 acquisition — I helped build the operational and engineering functions behind the company’s growth, work that included direct oversight of budgets, vendor contracts, supply chain, and financial reporting as the business scaled. That experience taught me how to track spending closely, forecast accurately, and make sure resources are allocated to what actually moves the needle.

I also bring a technical vantage point that I believe is valuable for a Treasurer role at the SBC. I’ve spent my entire career in DAS, wireless, and fiber infrastructure — designing and deploying systems in stadiums, arenas, casinos, corporate campuses, and public venues, and more recently setting technology strategy as CTO. That background means I understand not just how to manage a budget, but where the SBC’s dollars have the greatest impact on closing real-world in-building coverage gaps, and I can help ensure our financial priorities stay tightly aligned with our technical mission.

I’ve been an active member of the SBC for over seven years and have served as Chairman of the Member Advocacy Committee since 2025. That work has given me a close, ongoing view of how the organization operates, where its resources are strained, and what our members and industry partners need from us. I’d bring that institutional knowledge directly into the Treasurer role, with no learning curve required.

The SBC’s mission — 9-1-1 access inside buildings, school safety, NG9-1-1 and location accuracy, workforce development, and opening spectrum for in-building use — only advances as far as our resources allow. I’d be honored to serve as Treasurer and help make sure every dollar we raise is put to work in service of that mission. Thank you for your consideration.

Bio:

James Martin is a telecommunications and wireless infrastructure executive with over 30 years of experience building the technology and teams behind mission-critical networks. As Chief Technology Officer of Wilson Connectivity, he sets the company’s technology strategy and product direction, drawing on a career spent helping organizations of every size deploy the wireless and fiber infrastructure their operations depend on.

James joined Zinwave in 2014 and spent more than a decade there, rising to VP of Operations, Engineering & Product Development and helping build the operational and engineering functions behind the company’s growth as a distributed antenna system (DAS) manufacturer. When Wilson Connectivity acquired Zinwave in 2023, he continued through the transition as SVP Engineering before being named Chief Technology Officer. Prior to Zinwave, he spent 15 years at TE Connectivity (ADC/LGC Wireless), leading national engineering teams responsible for hundreds of millions of dollars in DAS deployments for major carriers, neutral-host providers, stadiums, and Fortune 500 campuses — including the Salt Lake City Olympics and the Las Vegas Strip. He began his career as an RF and network engineer at Hughes Network Systems and Cellular One.

James has been involved with the Safer Buildings Coalition for over seven years and, since 2025, has served as Chairman of the organization’s Member Advocacy Committee. He holds a General Radiotelephone Operator License and is an active amateur radio operator and commercial pilot.
