Candidate for At-Large [Odd Year Term]

Candidate Statement:

Dear SBC Members,

My name is Elia Betbadal, Founder and CEO of DAS Systems, and I am honored to seek your vote for an At-Large seat on the Safer Buildings Coalition Board of Directors.

I have spent more than two decades in wireless communications, including approximately 13 years focused on in-building public-safety communications and Emergency Responder Communications Enhancement Systems. DAS Systems is a design-build integrator serving healthcare, hospitality, multifamily, education, commercial, and public-sector clients across nine states.

While I am not an RF designer myself, I employ and work side by side with experienced RF designers and field engineers. My role is to help ensure that what is designed on paper is practical, effective, and efficient to deploy in the field. I work closely with our teams inside buildings across every vertical, addressing the unique infrastructure, construction, and RF challenges that affect each project. In-building coverage is not cookie-cutter, and successful systems require collaboration between design, field experience, the AHJ, and the frequency license holder.

My vision is simple: one team, one dream, and one mission—safer buildings. I believe AHJs, frequency license holders, integrators, manufacturers, designers, inspectors, and building owners must work together around clear requirements, sound engineering, high standards, and consistent accountability.

If elected, I will advocate for nationally usable, locally adaptable templates covering design submittals, permitting, testing, commissioning, documentation, and ongoing compliance. The goal is to reduce unnecessary differences between jurisdictions while respecting the authority, radio systems, and operational needs of each AHJ.

I also believe standards must be applied consistently and fairly. Integrators should meet meaningful qualification, installation, testing, and documentation requirements. At the same time, permitting, review, and inspection processes should remain independent, transparent, conflict-free, and equitable for every qualified provider.

I value working directly with AHJs—giving and receiving honest feedback, solving practical problems, and moving our industry forward one municipality at a time. Every decision should be driven by code, sound engineering, system integrity, and the safety of our first responders and the public.

I will bring an integrator’s real-world field experience, an independent voice, and a deep commitment to life safety to the Board. I respectfully ask for your vote.

Bio:

Elia Betbadal is a public-safety communications executive with more than two decades of experience in wireless communications and approximately 13 years focused on Emergency Responder Communications Enhancement Systems.

He is the Founder and CEO of DAS Systems, a design-build integrator delivering ERCES and cellular DAS design, installation, commissioning, testing, and compliance services across nine states. The company serves healthcare, hospitality, multifamily, education, commercial, and public-sector clients.

Mr. Betbadal works side by side with DAS Systems’ RF designers, project teams, and field engineers to help ensure that system designs are practical, effective, and efficient to deploy. His experience includes working inside buildings across numerous verticals, where every project presents different structural, infrastructure, operational, and RF challenges.

He also works directly with AHJs and frequency license holders to understand local requirements, exchange field-based feedback, and deliver systems that support reliable communications for first responders. He advocates for strong and consistently enforced ERCES standards, qualified and accountable integrators, transparent approval processes, and nationally usable templates that preserve each AHJ’s local authority.

Mr. Betbadal is also CEO of Fieldly AI, a building-operations platform serving the multifamily, hospitality, and healthcare sectors. His work includes a public-safety communications deployment at Montage Health featured by KSBW Action News 8, along with ongoing K–12 and other critical life-safety projects.
